May 15, 2024 TO: To All interested persons Bonneville County is now accepting applications for the following position: Position : Driver License Examiner II Starting Salary: Pay Grade 10 - starting salary $17.19 per hour Work Hours: 40 hours a week Closing Date: Posting will close June 16, 2024 or when filled, whichever comes first. GENERAL PURPOSE Perform a variety of complex working level examiner duties related to the processing of applications, testing, document verification, application of State law and regulation pertaining to issuance of driver's and concealed weapons licenses and sex offender registration. SUPERVISION RECEIVED Work under the general supervision of and receives performance evaluation from the Driver's License Supervisor and or assigned Sergeant. SUPERVISION EXERCISED May be called on to perform and lead day to day operations during supervisor's absence. Does not generally perform subordinate performance evaluations. ESSENTIAL FUNCTIONS Comply with Federal and Dept. of Homeland Security regulations; Apply State of Idaho Laws, Department of Transportation Administrative Rules, and Sheriff's Office Policy regarding all aspects of application, verification, testing and issue for a driver's license and or identification card. Communicate with State of Idaho personnel and Sheriff's Office supervisors to resolve license issues. Perform bookkeeping and accounting tasks for revenue received through the driver's license, concealed weapons, and sex offender registration fees; balance daily receipts with revenue; prepare bank deposit and deposit the same with the County Clerk's office; follow up on insufficient fund checks, credit, or debit card payments. Perform driver's education program enrollments with participating schools; collect fees and issues receipts; perform daily balance of receipts and revenues. Administer written and computer tests, vision evaluation and inquiry into potential limitations, to conform with Idaho law for driver's license, commercial driver's license, endorsements, and identification cards; ensure security and integrity of test materials, monitor applicants directly or via surveillance equipment. Receive and process license applications for adults and juveniles; verify the authorization for juvenile drivers; review, validate, and verify required and acceptable documentation for driver's license and identification cards to conform to Idaho law, Federal and Dept. of Homeland Security regulations. Maintain Document Examiner certification and requirements. Operate personal computer software as needed to update operational records and licensing information through the State of Idaho and Sheriff's Office software; operate related technical equipment and computer software; may assist law enforcement officers in administrative or criminal investigations. Perform public relations by appropriately responding to public issues, concerns and complaints; communicate operational practices, policies and procedures to instruct and educate the public in all aspects of driver's license, concealed weapon license and sex offender registrations requirements. Generate and prepare daily and monthly reports; collate documents for mailing to state offices; perform various records maintenance, filing, etc.; Contact State of Idaho personnel, supervisors and the Sheriff for clarification of driver's license related issues. Perform general office maintenance duties; assure availability of materials, state-issued forms, handbooks, manuals, etc.; maintain inventory as needed. Receive and process applications for concealed weapons; apply law, State of Idaho and Sheriff's Office procedures related to applicant histories, file management, Identification etc.; assist in the administration of the State of Idaho concealed weapons license application, verification, issue, denial and revocation; apprise public regarding license requirements; collect license related fees and related revenue; issue receipts; obtains fingerprints and related background information; apprise applicants of approval or denial; enter license status into a secure teletype system; communicate with the Federal NICS legal staff, Bonneville County Attorneys and State of Idaho legal resources. Must be trained, qualified, and certified in use of and access to the Secure Idaho Public Safety and Security Records teletype system as a condition of employment; scan, enter and retrieve license related documents into the system; communicate with State of Idaho and Federal support personnel to identify and resolve applicant background issues. Participate in County, State and or Federal audits of secured database information, financial records, etc. Meet and maintain standards of background requirements for the State Teletype system and Idaho Department of Transportation requirements for access to the Gem system. Interpret background information as it applies to Idaho Code Requirements; present information to supervisors and the Sheriff to determine whether not an applicant is eligible for a concealed weapons license; consult with State of Idaho Personnel, Supervisors, Sheriff, and County Civil Attorney with regards to Concealed Weapon Applicant issues. Apply Idaho Code requirements for the separate types of Concealed Weapons licenses offered by the State; notify applicants of the appeals process for denials and revocations. Balance daily receipts; may perform daily audit of Driver's License, Concealed Weapons and Sex Offender registration revenue and receipts. Receive and process information and applications pertaining to the Sex Offender Registry program; collect and perform daily balance of registry fees and receipts; obtain fingerprints and related background information; enter registered offenders into the system. Provide and coordinate information to law enforcement officers and supervisors concerning required sex offender address verification. Drive a Sheriff's Office vehicle from time to time to deposit revenue with the County Clerk, attend training; maintain Sheriff's Office vehicle. Perform related duties as required. MINIMUM QUALIFICATIONS 1. Educations and Experience: A. Graduation from high school with course work in the fields of bookkeeping, accounting, and general office practices, AND B. A minimum of two (2) years of experience performing above, related duties or similar duties, OR C. An equivalent combination of Education and Experience, AND D. Must meet background requirements in order to be continuously eligible to access information from and enter information into the State of Idaho ILETS and other secure information databases and Idaho Department of Transportation security requirements. AND E. Must meet all County, State of Idaho and Federal standards for continued employment. 2. Required Knowledge, Skills, and Abilities: Working knowledge of general office management practices and procedures of the driver's license, concealed weapons license and sex offender registry laws and regulations; bookkeeping, financial accounting methods; interpersonal communication skills; computer operation and programs unique to driver's license, concealed weapons license data entry and retrieval requirements. Ability to develop effective working relationships with co-workers, supervisors, Sheriff, State of Idaho officers and employees; perform related mathematical computations; communicate effectively, verbally and in writing; read, interpret and correctly apply Idaho laws affecting total operations of driver's license, concealed weapons and sex offender registrations; operate standard office equipment, ability to accurately and efficiently multi-task; ability to instruct and mentor Examiner I employees. Ability to drive a Sheriff's Office vehicle. 3. Special Qualifications: Must be able to type and operate ten‑key-adding machine, computer, take photographs and fingerprints. Must continuously possess State of Idaho certification to access teletype information. Must continuously possess State of Idaho Driver's License Document Examiner Certification. Must continuously possess State of Idaho Commercial Driver's License Examiner Certification State of Idaho Motor Vehicle Operators License. Must receive a clearance through the Sheriff's Office and any related Background Investigation. Must have a valid Driver's License. 4. Work Environment: Incumbents of the position perform in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, occasionally involving muscular exertion, such as walking, standing, stooping, sitting, lifting, and reaching. Talking, hearing, seeing, verbal, and written communication are essential job tasks. Travel periodically required. Certain elements of the job may pose hazard uncertainty. Rapid work speed required performing keyboard operations. Common eye, hand, finger, leg, and foot dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, and critical thinking. Drive a motor vehicle when assigned.
